Ali Mamtimin(Mai Mai Ti Ai Li Mai Mai Ti Yi Ming)
Professor
Ali Mamtimin, male, Uyghur ethnicity, holds a Ph.D. in Applied Meteorology from Nanjing University of Information Science and Technology. He is a Level III Professor and Chief Scientist of the Desert Boundary Layer Meteorology Team at the Xinjiang Meteorological Service. He was selected as a Leading Talent of the Xinjiang Meteorological Bureau in 2022 and as a First-Class Leading Talent in Science and Technology of Xinjiang in 2025. In 2011, he conducted visiting research at the Chinese Academy of Meteorological Sciences and the Institute of Tibetan Plateau Research, Chinese Academy of Sciences. Currently serves as Director and Party Branch Secretary of the Institute of Desert Meteorology,China Meteorological Administration,Urumqi; Executive Dean of the Xinjiang Innovation Institute of Cloud Water Resource Development and Utilization; Director of the National Observation and Research Station of Desert Meteorology, Taklimakan Desert of Xinjiang; Director of the Xinjiang Key Laboratory of Desert Meteorology and Sandstorms; Doctoral Supervisor at Xinjiang University; Master's Supervisor at Xinjiang University, Xinjiang Normal University, Xinjiang Agricultural University, Chengdu University of Information Technology, Shanxi Normal University, and the Chinese Academy of Meteorological Sciences. Serves as Council Member of the Chinese Meteorological Society and Editorial Board Member for journals including Desert and Oasis Meteorology and Arid Meteorology. Reviewer for Journal of Geophysical Research: Atmospheres, Journal of Forestry Research, Journal of Environmental Management, Ecology and Evolution, Renewable Energy, CATENA, Advances in Meteorology, Remote Sensing, Arabian Journal of Geosciences, Journal of Wind Engineering & Industrial Aerodynamics,and Progress in Geography.

HE Qing, Ph.D., Rank-2 Researcher of China Meteorological Administration. Mainly engaged in desert climate, sandstorm disaster and defense, arid region climate resources research. Awarded 4 Second-class Prizes and 2 Third-class Prizes for Scientific and Technological Progress by Xinjiang Uygur Autonomous Region; Honored as "National Advanced Individual in Field Science and Technology Work" by Ministry of Science and Technology, "Outstanding Young Meteorologist in Western China" by China Meteorological Administration. In recent five years, presided over 3 National Natural Science Foundation projects, 1 industry-specific project, 1 international cooperation sub-project, 2 national science and technology support project sub-topics. Co-published over 200 papers, 3 patents, published 1 monograph.

Urumqi Institute of Desert Meteorology, China Meteorological Administration. Member, Communist Party of China. Accomplished atmospheric scientist with over 30 years of experience in desert meteorology, hydrometeorology, and applied climate services. Recognized in 2021 as a "Green Ecological Craftsman" by the National Committee of the Chinese Agricultural, Forestry, Water and Meteorological Workers’ Union. Extensive track record of leading and participating in national scientific programs, including the National Natural Science Foundation of China and the National Key R&D Program. Author or co-author of more than 100 peer-reviewed publications and lead contributor to the development of three local standards in Xinjiang. Over the past decade, multiple policy-support reports under my leadership have received direct feedback and instructions from regional government leaders. Currently serving as a committee member of the Snow and Ice Hydrology Subcommittee of the Chinese National Committee for the International Association of Hydrological Sciences (CNC-IAHS), and Associate Editor of Desert and Oasis Meteorology.
