Assisting the Director in the management of planning and finance, scientific and technological support platforms, special projects for improving scientific research conditions, counterpart aid to Xinjiang, labor unions, and the Youth League Branch. Chief Engineer

Assist the Institute's leadership to be responsible for the technical management of the Institute's science and technology innovation development in the areas of major planning and key projects, as well as to promote the improvement of rules and regulations related to the reform of the Desert Institute.
