Introduction：Urumqi Institute of Desert Meteorology, China Meteorological Administration. Member, Communist Party of China. Accomplished atmospheric scientist with over 30 years of experience in desert meteorology, hydrometeorology, and applied climate services. Recognized in 2021 as a "Green Ecological Craftsman" by the National Committee of the Chinese Agricultural, Forestry, Water and Meteorological Workers’ Union. Extensive track record of leading and participating in national scientific programs, including the National Natural Science Foundation of China and the National Key R&D Program. Author or co-author of more than 100 peer-reviewed publications and lead contributor to the development of three local standards in Xinjiang. Over the past decade, multiple policy-support reports under my leadership have received direct feedback and instructions from regional government leaders. Currently serving as a committee member of the Snow and Ice Hydrology Subcommittee of the Chinese National Committee for the International Association of Hydrological Sciences (CNC-IAHS), and Associate Editor of Desert and Oasis Meteorology.
